Look, I suspect that regulators are not moving after the passage of the Bill. They just turn a blind eye to it. Why not? I think it's because it's a corrupt organization like them. What I understand from the Dark Pools is that deals done in the Dark Pools are not cleared through the DTCC and that is where naked shares are actually created and hidden by the brokerage. Even the Buyers and Sellers in the Dark Pools might not even be aware that this is happening.
